Shanxi Hydraulic Construction Engineering Bureau　(SHCEB) is a hydroelectric engineering construction enterprise with a certificate of State Grade A. It has 51.74 million RMB yuan of registered funds and 188.15 million RMB yuan of fixed asset. There are 14 engineering divisions and one logistic center. Presently SHCEB employs 3105 permanent staff and workers, in which 784 technical staff, amounting to 50%, have senior or middle level technical titles. 2357 sets of construction equipment are available for earth and rock excavation, foundation treatment, highway and bridge construction, transportation and so on, which total rated power capacity is up to 40,272 KW and its annual construction capacity is 500 million RMB yuan.

SHCEB was established in 1958 and put into action in April, 1960 formally. During the five decades, SHCEB staff and workers have experienced hardships and arduous journey, constructing in many places in Shanxi and other provinces of China, participating in the construction of more than 100 of large and medium sized hydroelectric projects which amounts to over 200 works. Guided by the market and powered by the technical innovation, SHCEB has developed itself in various fields based on its good quality brands and the hydraulic construction experience since the Reform and Open-up. Quite a few projects completed by SHCEB were evaluated as provincial or ministerial super-quality works, and SHCEB itself were awarded the good qualification enterprise many times. Now, SHCEB has become a comprehensive construction enterprise specializing in the construction of large and middle-scale sluices, dams, bridges, culverts, channels, aqueducts, tunnels, highways and foundation treatment, equipment installation and fabrication of metal works, which annual production capability can reach up to 600 m3 of earthwork and rockworks, 0.8 million m3 of concrete works and 5000 tons of installation and fabrication of metal works.

SHCEB regards quality as a life of the enterprise. It has determined the quality objective of a scientific management, elaborate construction, striving toward being a national superior and keeping at the provincial level, and the policy of Quality, Credit and Good Service First while the health comprehensive system of quality, environment and business was building. In 1998, the length of the single concrete core sample drawn from the rolled concrete dam of the second Fenhe river reservoir was made a record in its history, the quality of the RC dam reached the advanced level in China. The construction quality of the pump station, tunnel and PCCP installation in Wanjiazhai Yellow River Diversion Project was so good and the construction speed was so fast that SHCEB was awarded a outstanding unit by the provincial labor evaluation committee. Honesty and contributing to the society are the core of SHCEB's principle. SHCEB emphasizes scientific and technological improvement and was awarded the Shanxi Scientific and Technological Achievements Prize and the National Excellent Welding Quality Prize many times.     

In 2003, TBM and its technology were introduced in SHCEB, and now the bureau is the first enterprise who owns TBMs and has a good knowledge of the operation technology. The machines and technology have been used in Wanjiazhai Yellow River Diversion Project, Tashan Main Tunnel and Tongxinjingtian Tunnel of Datong Mine Bureau, and Xinjiang 81 Daban Tunnel Project.
